The Director of the Veterans Home Program and Charlotte Hall Veterans Home (CHVH) serves as the on-site lead and primary advocate for the Maryland Department of Veterans and Military Families (DVMF), overseeing facility operations, contract compliance, and state budgets.

Core Responsibilities 

Contract Governance and Vendor Oversight. Serve as the Department’s on site executive authority for the management agreement. Monitor contractor performance continuously against contractual obligations, staffing commitments, and quality thresholds, documenting

findings in a defensible written record. Administer the remedy structure, including notices of deficiency, cure periods, and liquidated damages, in coordination with the Secretary’s office and State procurement counsel. Validate contractor invoicing and reporting before payment. Support modifications and future procurements. Maintain the boundary between oversight and operations, supporting contractor staff without directing them.

Regulatory Compliance and Survey Readiness. Serve as the State’s executive presence for USDVA and Maryland annual surveys, attending daily exit conferences. Review all self reports to USDVA and the Office of Health Care Quality. Verify compliance with 38 CFR Part 51, CMS conditions of participation, and Maryland licensure. Oversee plans of correction and escalate unresolved findings through the contract remedy structure.

Quality and Clinical Performance Oversight. Review the monthly CMS Five Star Provider Report with the State quality assurance nurse. Use the contractor’s clinical dashboard to monitor Minimum Data Set indicators including pressure ulcers, falls, restraints, antipsychotic use, and vaccination rates. Track staffing against a 4.0 hour per resident day target and zero agency utilization.

Financial Stewardship and Census. Hold occupancy at 90 percent or higher across 300 licensed beds to sustain USDVA per diem revenue and bed hold eligibility. Finish the fiscal year at or below budget in State general funds. Prepare and defend budget submissions and support the Secretary through the hearing cycle.

Capital Projects and Emergency Management. Oversee campus modernization planning, elevator modernization through DGS, and water treatment modernization through Maryland Environmental Services, both submitted for construction grant funding. Share emergency management responsibility with the contracted Administrator.

Stakeholder Relations. Act as the veterans advocate on campus and the visible face of the State to residents, families, veterans organizations, and county officials. Prepare legislative

inquiry responses for the Secretary and escalate crisis communications rather than speaking to media directly.

Strategic Planning. Contribute to the Secretary’s statewide expansion of veterans home services through site analysis, program design, and federal funding strategy.

Qualifications:

  • Progressively responsible executive experience in government, healthcare, or a regulated service environment, including direct accountability for outcomes delivered through a third party operator or vendor.
  • Demonstrated experience administering or enforcing complex multi-million dollar contracts, including performance monitoring, deficiency notices, and remedy provisions.
  • Working knowledge of long term care regulation
  • Demonstrated experience coordinating across agencies and communicating at a high level with executive, legislative, and community audiences.
  • Bachelor’s degree from an accredited college or university. 
  • Ability to work on site 5 days a week and satisfy criminal background and reference checks.

Preference for:

  • Direct experience in a public-private partnership or a state-level government procurement of comparable scale and complexity.
  • State and USDVA survey process, including federal, State, and local nursing home requirements.
  • Military service, military family connection, or prior work within a veterans-serving organization.
  • Prior Maryland State agency experience or prior U.S. Department of Veterans Affairs experience.
  • Working knowledge of State Veterans Home requirements and the State Home Construction Grant program, which are requirements and a program of the U.S. Department of Veterans Affairs
  • Experience coordinating large facility asset lifecycle planning and real property management.
  • Emergency management and emergency readiness experience in a large campus or healthcare setting.
  • A master’s degree in public administration, health administration, business administration, or a related field is strongly preferred.
  • Licensed Nursing Home Administrator credential
